Supporting Community Resilience

The Building Resilient Communities (BRC) – formerly the Business Ready Community – grant and loan program provides financing for publicly owned infrastructure that unlocks growth. BRC also supports community planning activities, both of which serve the needs of businesses and promote economic development within Wyoming by identifying and addressing barriers to economic growth.

Eligible applicants include cities, towns, counties, joint powers boards, and the Northern Arapaho and Eastern Shoshone tribes. 

Public infrastructure eligible for funding includes things like: water, sewer, roads, land, spec buildings, business or industrial park, recreation and educational facilities, and other physical projects in support of growth.

NOTE: We are combining the June and September application deadlines to give communities more time with the new rules and guidelines to produce eligible applications. This also provides more time post-application to work with communities on presentations and other new features of the BRC program.

** In anticipation of new rules currently in process that may significantly alter project types, we will accept applications for any project type during this cycle that contributes to solving a barrier to economic growth.

BRC Loans

The Building Resilient Communities loan is a non-recourse loan to assist communities with their development goals. This loan is secured by a pledge of collateral, typically real property. If the borrower defaults, the Business Council can seize collateral, but will not seek any further compensation from the borrower.

Interest Rate and Terms

A BRC Loan shall be made at the following interest rates as recommended by the Council and established by the Board and reflective of current market rates.

  • A floor of zero percent (0%) for non-revenue generating projects.
  • A floor of one percent (1%) for revenue generating projects.
  • Loans have an annual servicing fee of $125 for the life of the loan.
  • Fees such as origination, documentation, filing appraisal, and any additional fees will be paid by the applicant.
  • The term of the loan will be based upon the useful life of the asset, not to exceed 30 years.

Managed Data Center Cost Reduction

This sub-program is available to local governments that are working with a data center business. The funds are used to help buy down the cost of broadband and electricity.

Grant amounts are based on the amount of capital investment and payroll the business will realize over five years. The business must create a match of at least 125% of the grant amount in payroll and capital expenditure with the caveat that 50% of the match will be in payroll creation. Payroll also must be greater than 150% of the county’s median wage.

In exchange for providing these reductions in costs, the grantee shall have contracted with the business to receive direct benefits and indirect economic development benefits including:

  • A specific amount of capital investment from the business.
  • A specific minimum payroll created by the business.
  • The provision of discounted IT services at a price discounted from the fair market value of services.
  • An agreement with the business to repay all funds should the business not meet the aforementioned requirements and/or if the business ceases to do operations or relocates out of the political subdivision prior to five years.
