CHEYENNE, Wyo. – The Wyoming Business Council (WBC) Board of Directors will hold its quarterly meeting on May 19 and 20, 2026, in Rock Springs and via Zoom. The meeting serves as a critical touchpoint for state and local leaders to collaborate on infrastructure-led growth and regional planning.

Welcoming Dave Kinskey to the Board

The WBC is pleased to welcome its newest board member, Dave Kinskey of Sheridan. A former state Senator and Mayor of Sheridan, Kinskey brings decades of experience in both the public and private sectors. His deep understanding of Wyoming’s legislative landscape and his commitment to community-led growth make him an invaluable asset to the board as the Council continues its mission to build business success, grow community capacity, and create real opportunities for people to build their lives in Wyoming.


Board Work Session | Tuesday, May 19; 9:30 a.m. to 4:30 p.m.

The WBC board and team will gather for an intensive work session dedicated to internal alignment and long-term strategic planning.

Strategic Alignment and Economic Methodology 

The Board will engage in a facilitated dialogue regarding the WBC’s “Central Idea” and its specific approach to driving economic development. Members will review individual and collective visions for the state’s future, evaluate the board’s role in driving those outcomes, and dig into what economic development means in Wyoming. This session is designed to align WBC leadership around a clear-eyed, practical roadmap.

NOTICE: This portion of the meeting is a work session only and will not include discussion or transaction of public business. In accordance with the Wyoming Public Meetings Act, no public comment will be taken during the work session.


Regular Quarterly Meeting | Wednesday, May 20; 8:00 a.m. to 3:00 p.m. 

The board will convene its formal public meeting to take action on various state investments and regional contracts.

Key Agenda Highlights:

  • Broadband & BEAD Program: Consideration of major awards to grow community capacity by expanding digital infrastructure across the state
  • Business Resource Network: Contract renewals for critical partner organizations, including the SBDC, Manufacturing Works, and Wyoming Women’s Business Center
  • Investment Impact: Presentations of the 2025 Wyoming Deal Flow and SBIR and Kickstart program updates
  • Business Ready Community: Review two Community Readiness Grant applications from the City of Douglas and the Town of Wright

Community Readiness Grant Requests

  • City of Douglas ($5.7 million): Community Readiness grant request to construct publicly-owned infrastructure improvements to make the Seven Trails Commerce Center ready for development. Proposed improvements include:
    • Sewer Main Extension
    • Upgrades to Law Enforcement Academy Road
    • Water Main Loop
    • Wyoming Law Enforcement Academy Booster Station
    • Water Treatment Plant Transmission Main Replacement
  • Town of Wright ($3.17 million): Community Readiness grant request to construct roads and curb-and-gutter improvements to prepare a planned housing site for residential development on property currently owned by the Wyoming Housing Network (WHN). The project proposes to construct workforce infrastructure — roads and utilities — that will enable 31 new housing units.
