Wyoming Business Council Launches Updated BRC Infrastructure Grant/Loan Application and Resources

New online portal, helpful templates, and streamlined guidelines make Wyoming’s primary community infrastructure grant more accessible than ever. 

CHEYENNE, Wyo. – The Wyoming Business Council (WBC) today launched a completely rebuilt application system for its Building Resilient Communities (BRC) – formerly Business Ready Community – grant and loan program, the state’s primary investment tool for infrastructure Wyoming communities need to attract investment, support business growth, and create jobs.

The new application system – available now at wyomingbusiness.org/BRC – includes a streamlined online portal built to align with new BRC rules approved by Governor Gordon on February 2, 2026, along with a library of approximately 50 new documents: application templates communities can use to build their project proposals, and step-by-step guidance to help applicants understand the new requirements and prepare strong public presentations for the WBC Board of Directors and State Loan and Investment Board (SLIB).

The BRC program is one of Wyoming’s most powerful economic development tools – and it should be the most accessible.

Since its inception, BRC has helped Wyoming communities fund the water, sewer, road, and utility infrastructure that makes private investment possible. A business cannot open a facility without water capacity. A developer cannot build housing without sewer access. A community cannot compete for jobs without the physical foundations to support growth. BRC is how Wyoming closes those gaps.

“The communities doing this work are often doing it with limited staff and limited time,” said WBC CEO Josh Dorrell. “Our job is to make it as easy as possible to access the tools the state has built to support them. These new resources are designed to meet communities where they are – reducing the administrative burden and giving local economic developers a clear roadmap from first conversation to board presentation.”

The next BRC application submission deadline is August 1, 2026. WBC set this timeline to give communities and local economic development staff time to fully understand the updated requirements, review the new templates and guidance documents, and align their project proposals with current state standards before submitting.

WBC staff are available to answer questions and provide technical assistance to communities preparing applications. Communities are encouraged to reach out to their local Regional Director early in the process.
