Assessment to Action: Two Years of Turning Strategy into Results

CHEYENNE, Wyo. – After two years and six cohorts, the Wyoming Business Council’s (WBC) Assessment to Action (A2A) program has helped 19 Wyoming communities move beyond talk to achieve tangible results. With the next cohort launching March 3 and 4, 2026, more communities have the chance to break through long-standing barriers to growth and join our growing Team of Thousands.

The A2A program is designed for teams ready to take bold action. The data proves its impact: 83% of participating teams have sustained momentum well beyond the initial 10-week program, with two-thirds achieving permanent structural changes. Participants report 100% effectiveness in identifying root problems – myth-busting the idea that economic stagnation is inevitable – and 88% have made significant headway on issues that had stalled for years.

Real Communities, Real Industries, Real Progress

Across Wyoming, A2A teams are moving the needle by tackling the state’s most persistent challenges:

  • Gillette merged two economic development entities to streamline efforts and created a unified communication system across multiple organizations.
  • Hudson successfully annexed commercial property, upgraded critical infrastructure, and collaborated with residents on community beautification.
  • Shoshoni and Greybull are both implementing new frameworks, including municipal committees and non-profits, to specifically address the housing shortage.
  • The Wyoming Food Coalition collaborated with producers and government agencies to amend the Food Freedom Act, creating new economic opportunities for home-based businesses.

“We often find ourselves having the same conversations about housing, infrastructure, and workforce challenges year after year,” said Amber Power, WBC Community Leadership & Engagement Manager. “Assessment to Action provides the tools and the courage to finally stop talking and start building. It’s about empowering local leaders to become the architects of their own future.”

Built for Wyoming: The Economic Growth Flywheel

The 10-week intensive program utilizes the Economic Growth Flywheel framework to help teams identify their “single binding constraint” – the primary barrier that, once removed, unlocks widespread progress. A2A doesn’t just provide a plan; it provides ongoing implementation support and connects local teams with a statewide network of peers tackling similar hurdles.

Teams of four to six people, representing local government, business, education, and passionate citizens, work together to break down silos. The result is a more resilient Wyoming: 75% of participants report they will continue to use the A2A process to solve future challenges in their communities.

Registration Now Open. Space is limited for the March 3-4, 2026, cohort in Casper. Registration closes Feb. 3, 2026.
