Northeast Region ::

Spencer is the Regional Director for Northeast Wyoming. He was the Gillette Area Manager for the consulting firm of Worthington, Lenhart and Carpenter, Inc. from 1992 to 1999. Prior to that he was the Director of Community Development for the City of Gillette from 1987 to 1992. He was also the Director of Community Development for the City of Rawlins from 1981 to 1987 and Senior Planner with Carbon County Wyoming from 1980 to 1981.  He has an MA and BA from Southern Illinois University at Carbondale with specialization in Resource Economics, Geography and Anthropology.  Spencer is a member of the American Planning Association,  the American Institute of Certified Planners and is a past president of the Wyoming Planning Association as well as Western Planning Resources, Inc. He served on the Regional Advisory Board of the Rocky Mountain Land Use Institute at the University of Denver for thirteen years.   He has been certified by the National Development Council as an Economic Development Finance Professional.  Spencer served on the Board of Campbell County Economic Development Corporation for six years,  two of which were as President.
